New Minimum Standards For HMOs

The ministry of housing, communities and local governments have published new guidance for landlords to stamp out overcrowded lets. Coming into effect on 1st October 2018, the document restricts landlords in a number of aspects relating to their properties.

The new standards will affect around 160,000 houses in multiple occupation (HMOs).  They will also give councils more power to crack down on the small minority of landlords renting out sub-standard and overcrowded homes. The new rules will also force landlords to adhere to council refuse schemes, to reduce problems with rubbish. The UK’s Housing Minister, Heather Wheeler, commented on the rules.  She says, ‘Everyone deserves a decent and safe place to live. Today’s new guidance for landlords will further protect private renters against bad and overcrowded conditions and poor management practise.

HMOs form a vital part of the housing sector.  They provide cheaper accommodation for people with limited housing options.  It is essential those living in homes of multiple occupancy are housed to a suitable standard. It is assumed that most HMOs are students, but a growing number of young professionals and migrant workers are sharing these houses and flats.

A review has  been launched to monitor the results of the new rules on HMOs. Evidence from local authorities and bodies representing landlords, tenants and housing professionals will provide an update on the results.  The review is due to be given in Autumn of this year, with a full report to be published in Spring 2019.
